feat: remove obsolete code, refactor vpa, iam services

[rbrazhnyk]

• ts-node is replaced with tsx (faster, more reliable, better support for esm);
• install libsecret in pipeline
• remove obsolete code and use Affinidi TDK VPA and IAM clients
