Update python to 3.13 so that we can get the latest HA.
There were a couple of things I found where were broken when rebuilding the dev container, such as not have
uvinstalled, and also launching HA with the wrong config folder location.I also added a QOL improvement to automate the setup of the working copy of the codebase in custom_components in HA so the only thing you need to do is click the button in the HA GUI to add the integration.
I wanted to get this out of the way before I started working on the BLE proxy configurations for attenuation and max_radius.
