Updated build scripts for scons 3.x and python 3 support. Build config looks for external libs in 'external' folder. Set build options for GCC 9 (better distro compatibility): - Use C++98 standard for now. - Disable CXX11 ABI (std::strings). - Disable PIE. - Static libstdc++. Fix moc-qt4 cross-compiling support. Update gitignore.
Set flags for newer Inno Setup 5 releases. Set app version for exe properties. Desktop icon checked by default.
A *.desktop file is created upon first launch. Binary name is detected from script name.
Update readme with new build instructions and remove old one.
Set no_router_fw_help=1 in the default conf since Overnet peers are dead and P2P is no longer working.
