Attempt to ease onboarding for algo bootcamp repo by containerizing it.

If this is acceptable there are more changes this pr would still need:

Attempt to solve the podman problem. Issue appears to have been resolved devcontainer fail to start when using podman instead of docker containers/podman#15001.
Updating README to describe onboarding within the devcontainer.

Other thoughts:

Consolidating configurations to root level, if making this a monorepo makes sense.
Add scripts for install, startup, etc...
