Somehow the coordinates in the naip group were not re-projected properly originally when converting from the multisat dataset to rslearn dataset format. So that error has persisted for several dataset versions. This adds a new dataset version (documented in `data/satlas/wind_turbine/README.md`) by running the new script to re-project those labels.

I ran the visualization on a few samples from the updated dataset and looks good!
