Detect powermarks when packet uploaded

It would be nice if, when a packet is uploaded that contains powermarks, either the format automatically changes to ACF with powers, or a user is warned if they try to start a game with a non-power format.

Seems like a good quality-of-life issue, although it'll need to assume that (*) is the power marker.

Would also be helpful to flash a warning if there is a tossup that does not have a powermark in a packet that should be powermarked.

This happened at a tournament over the summer where there was mistakenly not a space between the powermark and the following work resulting in MODAQ not recognizing the powermark.
