Added file level settings separate from the defaults defined in Settings. Added actions to the editor and tab to change the delimiter for that file.

I created an alternate pull request with an alternate implementation to achieve the desired behavior. I think I prefer that implementation to this one, but let me know what you think. |

Added file level settings separate from the defaults defined in Settings. Added actions to the editor and tab to change the delimiter for that file. Right clicking in the editor pane or on the file tab in the editor now has a "Rainbow CSV" group with options to set the delimiter for just that file. This will modify the delimiter and reload without changing the system default delimiter.
