feat(new reviewer): Keybinds

• On top of / Blocked by dependency Currently blocked by some other dependent / related change refactor: extract Binding equality to original classes #17668, feat: improve ControlPreference Style #17927 and refactor: add Destination interface #17925

Approach

1. A bunch of refactors to simplify and generify the old reviewer keybinds code
2. Implement the keybindings
3. Add Show answer, Answer Again/Hard/Good/Easy, Show hint and Show all hints bindable actions to ease the testing process of the PR and for general use
