We're having issues where in order to remove stacks, we need to grant explicit permissions to CI/CD role.
Having CI/CD to assume CDK execution role isn't ideal as opposed to passing the role to CloudFormation.
This patch will pass CDK execution role to DeleteStackCommand when deleting stacks.
