Hey I did one more test related to this -
If I copy my old .env.local (ie. use a working/valid .env.local) before the first run of update.sh and remove --all-or-nothing from the migrations in update.sh that will take me straight to the user creation screen.

Note that in general the --all-or-nothing option at the moment causes a failure because one of the migrations is marked as incompatible with that option.
