The mono-complete version available in ubuntu-latest is currently not compatible with Renode and fails during simulation. We change the base container to debian:bullseye to allow simulation in the CI environment Signed-off-by: Grzegorz Latosinski <glatosinski@antmicro.com>

This PR changes the base image for GH Actions execution in order to use a
mono-completeversion compatible with the simulation.
