REST api + web service for controlling EA power supplies and leds.

INSTALL:

1. Install the libs specified in libs.txt
2. Create config.json that specifies which com ports, and powers supplies are available, config_example.json contains an example of this file
3. python main.py starts the REST/web server on port 5049
