Apollo v1.8.1 release

This release includes the following fix.

• Fix the issue that apollo portal won't start when ldap is enabled. #3561

How to upgrade from v1.8.0 to v1.8.1

There is no schema change between v1.8.0 and v1.8.1
So simply deploy v1.8.1 executables with the following sequences:

1. apollo-configservice
2. apollo-adminservice
3. apollo-portal
