- Update actions - Use setup-gradle for better GHA integration (particularly caching) - Set permissions for workflow
- Update actions - Use setup-gradle - Attest builds - Create a GH release - Verify that mod version matches tag before releasing
While I hate duplication, this should just work (TM) whereas reusable workflows kept causing new and (un)exciting problems.

Since they broke (#12) it is time to clean them up. Some of this is yak shaving to get hexdoc releases to trigger when we tag a release again. The rest is actually somewhat useful - build attestation, version checks and gradle caching.
