SageMaker client's FIPS endpoint incorrect in us-gov-west-1

Just an update, the service team is working on a fix for this behavior. As a workaround in the meantime, while obviously not ideal, you can bypass this issue by directly setting the endpoint in the client or as an environment variable.

This issue appears to have been fixed.
