What's not included in this PR:
A follow up PR will add the above to complete the phase-1 -> 2 transition from staking flow point of view.
Note: there is a bug in the current eoi creation in which the slashing output does not match what's expected in the BBN node. It's a seperate issue not related to this PR which I will cover in seperate PR too.
