#2101 removed the use of the platform site package shim, on the basis that pip's recently added support for iOS tags in
--platformwould remove the need for it. However, this overlooked the need for pip to honor platform tags in package specfiers (e.g.,toga; sys_platform == 'ios'). This restores the use of the site package shim.PR Checklist:
