Removed skyuxconfig A11y app settings as these will be inherited from Builder. Hence, shouldn’t be in project. Teams will add temporarily during accessibility adoption and then remove when adoption process complete.

Adding new AppSettings for projects to turn off aXe accessibility rules by default
