TS Svelte Express Template

A tag dedicated to use in the future as template.

At this point there's

• Watch script for local development
• Build / start scripts that are heroku ready, sub second build on M1 mac
• TS Svelte configured + setup to run within TS Express
• Husky precommit hooks for linting + builds
• Test page demoing API communication
• Eslint with auto-formatting from prettier
