feat: update reth to 1.10.2

Description:

• Move all reth-* git dependencies to the 1.9.3 release line and pin them to commit fef0c2f28c2f34a02b2b9a443581ed40d8fa0c56 to make builds reproducible.
• Update Cargo.lock to lock the new revision consistently across all reth crates.
• No intended runtime/behavior changes beyond pulling in the upstream 1.9.3 release fixes and improvements.
