This is a starting step that does CI for Linux with pulling docker images.
I tested building the docker images and running the builds and test locally and it worked. However since I do not have permissions to push to the borglab docker account, I need some help in pushing images here to docker hub with the
build_and_push.shscript that has been committed. I can then test the CI steps.
