Pudihange is a custom pet name in Estonian for the new kind of procurements used for the developments of Bürokratt. "Pudi" represents something really small, while "hange" means "procurement" in Estonian.
The difference between pudihange and regular procurements is that in the case of using pudihange as a framework, all participants are pre-approved, meaning that everybody can participate regardless of being a company with long history and hundreds of employees or just a self-employed entrepreneur being able to contribute just a little bit from time to time.
Although it's not a must, when taking part of mini tenders, faster time to market often beats lower price.
Mini tenders within a framework of pudihange are planned to be as small chunks with as little bureaucracy as possible, preferably considered to not take more than a couple of weeks, in some cases up to couple of months of development. As fast time to market as possible is the main reason for us to use pudihange in the first place.
Why is pudihange important? Bürokratt is largely an R&D project, especially when it comes to NLP. We want to test different approaches while doing it cheaply enough to be able to replace what's not working and keep everything that fits our needs. This can not be done if a project is developed for years and releases on the production level take place just a couple of times during this period. The same problem goes with limiting our options with the knowledge of just couple of partners.
There are also downsides. Pudihange takes A LOT more effort from the buyer as there are potentially many small (even tiny) code contributions on a daily basis from a large variety of partners that all have to fit into the puzzle. This means that the buyer has to know exactly what they are buying and how to test if everything works as expected.
