Proposal: make it simpler to add another environment

I've wished it was easier to add another remote environment quickly.

Use case: we're working on a big feature branch and want to temporarily add another test server where it can be deployed.

Right now the changes needed to add an environment are scattered in many different places, and require changes to code (fabfile, new settings file) and not just configuration.
