Filter speeds avgs

• Exploratory notebook 18_speeds_distribution takes a low avg speed on a segment, then unpacks the full distribution for speeds from all trips going into the avg.
• Chart with binned meters_elapsed and plotting distribution of speeds by bins shows high variability when we're pulling from very low meters_elapsed or sec_elapsed.
• There are some unusually low speeds here that should be excluded before B2_avg_speeds_by_segment script is run.
• Research Request - Fix Certain Speeds #804
• Rerun March/Apr with 10 min cutoff in preprocessing. March-Jul data now reflect segment changes and use 10 min cutoff. Epic - Daskify RT segment speeds #592
