Description

Add Backup Helm Chart to Gen3-Helm as part of the following Review:

calypr/backup-service#3 (comment)

Also adding the Funnel Server Helm Chart to this branch in order to consolidate CALYPR-related services under a single "umbrella" Helm Chart.

Motivation and Context

This should get integrated into our existing helm charts setup, this way it can be launched from a secrets file, and the user can configure which bucket to use for backups also in the secrets file. This way the user will only have to do a helm install.
