Issue

The TIOBE scan was executed only once (manually). It needs to be executed periodically.

Solution

Adds scheduled and manual TIOBE scan CI job.

A successful execution of the workflow can be seen at (the remaining errors show in the end of the workflow are expected, according to TIOBE folks).
