Mind merging this? 2.5.3 can't even be classloaded on JDK 8, but that's fixed in 2.5.4. No big deal, but it's causing a bit of trouble in the Scala 2.13 community build.

I'm not bothering to freeze since presumably
cb372/cats-retry#561 will be merged
soon and the problem will go away

oh, I'm just now seeing that I need to be using the series/3.x branch, actually! and that branch is still on 2.5.2, so it's okay
