Fix tarball versioning
This PR contains the same changes as in cburstedde/p4est#326 to create the file
.tarball-versionusing CMake.In addition, this PR changes the CPack generators to be same as in p4est, i.e. after the changes we create
.tar.gzinstead of.tar.bz2and on Windows we create as in p4est.zip.
