This change removes a Wordpress-related redirect from our Apache configuration. Previously requests to /wp-content/uploads/* would be redirected to files.consumerfinance.gov/f/*.

Putting this on hold as we still have pages on the site that link to wp-content. Ongoing work to remediate our legacy page types should hopefully help with this.
