Adds McCallum-Relyea (ECMR) key exchange protocol for Tang/Clevis.
Implements the ECMR protocol used by Tang servers for network-bound disk encryption (NBDE). Provides client
provisioning, blinded key recovery, and Tang-compatible x-coordinate extraction for use with Concat KDF.
