Add node 16.20.0, remove node 16.19.0 for stack(s) cflinuxfs4, cflinuxfs3

Don't run
yarn checkwhich creates a duplicate cache. Instead, we can add the--check-filesflag to theyarn installcommand and get the same outcome.
