Evaluate usefulness of fuzzy checks in validator

Fuzzy checks are overly sensitive, and thus produce way too many error and warning messages for a human monitor, and are hard to tune for different indicators and signals. The Flash system is also intended to replace the functionality.

The validator may be more useful as rule-based checks only, so that we can turn on acquisition-blocking behavior.
