DRAFT: Testing out if the aarch64 binaries build successfully

This adds an emulated linux-aarch64 build, which takes forever (4+ hours). I think we should cross-compile instead, which you can achieve by adding linux_aarch64: linux_64 under the field build_platform (and then rerendering)

• Appears that the linux-aarch64 build wasn't dropped due to any particular problem. Due to a miscommunication when reviewing the osx-arm64 PR (Enable build for macOS arm64 #133 (comment)), the linux-aarch64 was accidentally dropped (I take full responsibility for the oversight; I see now how I got confused, but I should have caught this mistake before approving)
