CXTMOS Create Proof Transactions (scaling operator proof transactions for ewm-proofchain)

• Support secp256k1 based pub key and account derivation from unprotected hex private keys
• Support cxtmos prefixed addresses and test with pre-gen, pre-alloc, genesis accounts
• Build bsp-agent binary and docker image using private covenet deps
• Compose and run docker-compose-covenet for end-to-end tests against with simulated proof txs
• Get balance, query account, number and sequence for operator accounts
• Send proof transactions over gRPC conn to covenet proof chain
• Modify agent code for accepting private key config and gRPC using env vars
• Create bsp-agent covenet package for handling all covenet-related interactions (using covenet interactor)
• Set up permanent test keys for pre-built covenet docker image
