Determine evaporation rate based on:

Wind speed U component
Wind speed V component
Specific humidity
Ground temperature

Actual wind speed can be calculated as: http://colaweb.gmu.edu/dev/clim301/lectures/wind/wind-uv

Evaporation rate can be calculated as: https://www.omnicalculator.com/physics/evaporation-rate

Will calculate transpiration as #18 - until then need to come up with some other made up factor to relate evaporation rates to soil moisture.
