To use HTML and CSS styling to replicate a PDF report in the form of a web page. The HTML uses various elements and classes for those elements to specically style aspects in the PDF report. These styling and formatting aspects to be replicated include font-type, font-family, margins, text alignment, decorations, paragraph formatting (2 vs. 3 columns), table formatting, borders, and more.
Opening the HTML page in a browser will display what the final product of attempting to replicate most components found in the PDF report with the exception of background coloring, logos, and the page information about the U.S. Census Bureau.
