Update tz_database.hrl and tz_index.hrl from version 2015g of the Olson database. I have verified that this update does not revert any of the recent manual changes made to the database.
I generated the database for the date Jan 1, 2016. The issue is that the Olson database records the changes to the DST rules over time, including shifts in when DST starts and ends and when a zone begins or ends using DST at all. This affected the database in 2015 because Uruguay stopped using DST this year and the tz-erl script doesn't currently handle that. Using 2016 worked around that problem and the database is otherwise correct.
