PR associated with CMSMONIT-677.
It creates a new docker image for handling data pipelines from Promxy to OpenSearch.
It also creates the
dockerdirectory. With that, we are working on centralizing management of CMSMonitoring docker images in our directly owned repositories. This will make it easier for applying custom GitOps pipelines and testing in the future.
