  • move gl_light_shadow_filter from HWViewpointUniforms to VkShaderKey
  • add shadowMinQuality property and gl_light_shadow_max_quality CVar

TODO think of a menu name/etc for the cvar (will probably add to menus in a follow-up PR, not this one, if someone else doesn't add it in the meanwhile)
