added spec compliance badge workflow

This workflow will allow the ability to add a badge to a uProtocol repository that contains a up-spec submodule. The badge adheres to the requirements specified in the issue above.

This PR adds a workflow that adds badges that show

• whether the current commit is on the latest up-spec version
• whether the current commit is up-spec compliant. This makes use of the existing requirement-tracing workflow

Previously, this used schneegans/dynamic-badges-action/tree/v1.7.0 to make the magic happen. Now, it has the github action push a commit directly to the repo and adds each badge to the .github/badges/ folder
