Adds a help center doc about setting up and running self-managed connectors with Docker
Because the connector setup and self-managed service deployment involves a lot of terminal work, I'm not super sure how Helpful this content will be in help center.
I tried to cut the content down as much as possible compared to the equivalent ES3 docs page, but no worries if it doesn't make sense to add this page.
