Add a page documenting the supported technologies

## Elastic Stack versions

The Elastic Distribution of OpenTelemetry Node.js (EDOT Python) sends data via OpenTelemetry protocol (OTLP).
Elastic Observability supports OTLP natively since version 7.14, but is strongly recommended to be using a recent 8.x version.

Could this lead to misunderstandings if we highlight OTLP support since 7.14? We should be clear about the versions especially of supported compatibility.

Changed to It is strongly recommended to be using at least a recent 8.x version of the Elastic Observability Stack.

I propose to rephrase the sentence with supported versions to be more explicit and avoid confusion of the user.
