Unit tests for dic2owl CLI and setup testing framework #62

Add unit tests using PyTest for the dic2owl Python package:

  • Set up PyTest framework.
  • Test cli.py.
  • Test dic2owl.py.

Uncommenting `--log-level` and `--debug`.
They should be uncommented and used when support for them are available,
or eventually removed if it's determined they should not be implemented.
Add generated coverage report to `.gitignore` when running `pytest` with
coverage locally.
This is specifically for the CLI runner pytest fixture: Explicitly print
out stdout and stderr.
Implement better typing all-round.

I'll get this in, creating a new issue for the remaining dic2owl unit tests.
