Bokeh released v3.0.0 in November 2022. This release of vinal adds
compatability with bokeh>=3 as well as networkx>=3. Furthermore, the supported
Python versions was updated to 3.8 through 3.10.

Bug fixes:
- Add default name attribute to nodes with node location
- Eliminate use of deprecated Pandas append method
