As an FYI, this code was already reviewed by another Dynatrace engineer with domain knowledge in sampling, in our internal fork/repo dynatrace-oss-contrib#26. |

Additional Description: The Dynatrace platform has a concept of "trace capture reason" which indicates why a trace was sampled. This is used by the platform for diverse capabilities. Envoy now is able to parse incoming reasons coming from the
