Update esp_littlefs to v1.16.2

Motivation and Context

Relevant changes: joltwallet/esp_littlefs@c3fe82d...1d30193

This updates the esp_littlefs submodule from v1.15.0 to v.16.2, principally adding support for better / more efficient VFS when compiling with ESP-IDF >= 5.4 as well as fixing some bugs.

How has this been tested?

Building and running in a project + on hardware which had an existing filesystem from v1.15.0 / esp-idf 5.2 and ensuring that everything works as intended.
