Add ERC: Mandated Execution for Tokenized Vaults

Summary

This PR adds a draft ERC for Mandated Execution for Tokenized Vaults.

The proposal covers a minimal interface for non-custodial, risk-constrained delegated strategy execution for ERC-4626 vaults, including:

• EIP-712 / ERC-1271 mandate-based authorization
• a minimal extension mechanism for non-Core policies

Thanks. We noticed CI is currently failing because the ERCs validator and Jekyll build require a numeric ERC filename and a numeric eip field.

This draft is currently in pre-assignment form (ERCS/erc-xxxx.md with eip: <TBD>). Could an editor please assign the ERC number? Once
assigned, we will immediately update the file name and preamble to the numeric form.
