This PR updates ERC-8126: AI Agent Verification.
Summary
Refines focus to verification only (title changed from "AI Agent Registration and Verification"). Builds on ERC-8004 for agent registration/identity, rather than including self-registration. Includes off-chain verifications (ETV, SCV, WAV, WV), PDV → ZKPs (privacy), optional QCV (quantum resistance), and unified 0–100 risk score. These changes were made after community feedback.
