Remove the features that are delivered in 0.4.
- Add an overview of the release - Expand on the description of some features.
It used to add some extra information about the transaction message when it was encoded in JSON, which is no longer relevant.
Update the version to take format x.y.z as _required_ by the specification.
Add distributionManagement needed for releasing this module to maven central.
Fix link to Maven Central, and use tagged link to the light client.
