Addresses #1 by moving rgeoda to Suggests:. Also moved lwgeom to Suggests:, general cleanup of avoidable CRAN NOTEs, dropped coercion to "Spatial" in poly2nb, etc. Should be submittable to CRAN @f8l5h9 @paezha with a message that rgeoda is kept in Suggests: ready for when the Boost headers problem there is resolved.

@rsbivand thank you very much for your interest in our package and for taking the time to provide feedback. I sincerely apologize for not being able to address your pull request sooner. Following your suggestions, with @paezha have made the necessary modifications to spqdep, and it is now available on CRAN.
We would like spqdep to be included in the spatial regression ecosystem in the task view. Please let us know how we can formally request this.

@f8l5h9 @paezha Congratulations! I helped get rgeoda back too once BH was upgraded to match the successively tighter requirements on C++ compilation, so I hope things will be smoother until the next road bump.

@rsbivand, thank you very much for your support. In the next version, we will include the function to retrieve the local JC statistics wrapper from rgeoda
